MEPs approve ‘enhanced cooperation’ for 90B euro EU support loan to Ukraine
In a vote on January 21, the European Parliament approved a decision by the Council of the U to apply the enhanced cooperation procedure to provide Ukraine with a 90 billion euro support loan.
The procedure was approved by 499 votes in favour, 135 against with 24 abstentions.
In the vote, MEPs decided to fast-track their work on the loan and the accompanying proposals, which must now be agreed between the European Parliament and Council of the EU under the ordinary legislative procedure.
The EU support loan was agreed at the European Council summit in Brussels on December 18 2025 and presented by the European Commission on January 14 2026.
As Czechia, Hungary and Slovakia have opted out from backing the loan, the agreement was taken under the enhanced cooperation procedure, a mechanism that allows willing EU member states to collaborate in specific areas.
According to the treaties, the enhanced cooperation procedure requires the consent of the European Parliament.
