Bulgaria and the euro: Where to report irregularities
On December 31, the eve of Bulgaria adopting the euro, the official evroto.bg website has posted a list of institutions to which to report breaches of the relevant laws.
With the introduction of the euro, institutions are exercising increased control over pricing, the correct indication of prices and compliance with the rules by traders and financial institutions, the statement said.
Reports of unjustified price increases and payment violations
In cases where a trader has increased the prices of the goods or services offered without objective economic justification, as well as in cases of violations related to receipts, invoices or other payment documents, reports should be submitted to the National Revenue Agency (NRA)

Reports of violations of dual pricing and deceiving of consumers
In case of incorrect or missing double indication of prices in leva and euro, as well as other forms of misleading of consumers, reports are submitted to the Consumer Protection Commission (CPC) .

The CPC mobile application has a built-in label check functionality , which makes it easier for the public to identify irregularities. Through the “Label Check” (Проверка на етикет) function, accessible from a special button on the home screen, as well as from the “Tools” (Инструменти ) menu, users can scan labels in the retail network and check in real time what the exact value of a given item in euros is, calculated at the official exchange rate of the Bulgarian National Bank.
The verification is performed by pointing the mobile device’s camera at the label, and the converted price is displayed on the screen. This allows for easy comparison and verification of whether the price designation in leva and euro is correct and complies with the requirements.

Reports of violations by banks
In case of violations committed by banks, including in relation to currency exchange, fees or customer service, reports should be submitted to the Bulgarian National Bank (BNB) .

Reports of violations by insurers, pension and investment funds
In case of violations committed by insurance companies, pension funds or investment intermediaries, reports are submitted to the Financial Supervision Commission (FSC) .

Increased control and imposition of sanctions
In cases of unfounded price increases, the institutions react promptly and impose sanctions, strictly monitoring compliance with the Euro Adoption Act, the website said.
It said that to date, the National Revenue Agency has carried out nearly 700 inspections throughout Bulgaria, covering both large retail chains and small neighbourhood shops. From the beginning of 2026, the agency will further strengthen its capacity in all territorial directorates in order to respond even faster to signals from citizens.
The CPC reports several thousand inspections, mainly in grocery shops. Of the violations found, about 80 per cent are in food, 10 per cent in medicines and 10 per cent in household goods. Control continues and is expanding into the service sector, the website said.
From the beginning of 2026, the National Revenue Agency and the CPC will cease the practice of issuing directives to correct irregularities, and in the case of unscrupulous traders, sanctions will be imposed directly.
