Bulgaria’s second Glavchev caretaker cabinet: meet the ministers

Following last week’s contretemps that saw Bulgarian President Roumen Radev refuse to appoint a caretaker cabinet featuring controversial interior minister Kalin Stoyanov, Dimitar Glavchev agreed to return as caretaker prime minister for a second time.

Glavchev’s second caretaker government, which took the oath of office earlier on August 27, was largely unchanged from his first cabinet, featuring three new ministers – including in the foreign affairs portfolio, which Glavchev held for most of his previous administration.

Foreign Minister – Ivan Kondov
Served briefly in the same position at the end of Gulub Donev’s second caretaker cabinet and as deputy foreign minister in the first Glavchev cabinet. Joined the Foreign Ministry in 1995 and has held a number of positions, including as head of protocol to president Rossen Plevneliev (2012/16) and ambassador to Spain (2017/21). Holds a degree in international relations from the University of National and World Economy in Sofia.

Interior Minister – Atanas Ilkov
Joined the Interior Ministry in 1987 as a criminal investigator, rising to head of the criminal police in Plovdiv and then head of the Interior Ministry regional directorate for Plovdiv. Appointed deputy chief of the National Police directorate in 2021, promoted to its director in 2022. Holds a masters degree in law from the South-Western University in Blagoevgrad.

Transport and Communications Minister – Krassimira Stoyanova
Joined the Transport and Communications Ministry in 2002 as head of its legal department, having previously served in the legal department of the Agriculture Ministry and as a lawyer for the Lyulin district of Sofia. Served as chief of staff to five transport ministers. Holds a masters degree in law from Sofia University St Kliment Ohridski.
